Detailed findings

1. Ministry of Defense of the Russian Federation (INN 7704252261)

The single most SDN-connected non-SDN entity in our graph. Not currently sanctioned (as an act-of-state entity, typically carved out). Top litigation partners are all OFAC SDN:

Signal interpretation: The MoD is in direct commercial-legal relationship with 375 blocked entities, with most cases (4,737 total) being contract / construction / supply / services disputes. This is the paper trail of federal defense procurement flowing through blocked commercial intermediaries.
