ФЗВ (7705522231) moved from 2 to 3 SDN neighbors — another SDN entity surfaced as co-litigant via pass-4 data. The 4,183-case volume in Crimea + Sevastopol makes it the single largest-volume designation target in our dataset, ahead of every other individual entity (Krymenergo's 9,162 is higher but Krymenergo is already heavily discussed in the expropriation analysis and is clearly sanctionable).
Prior non-OT briefs hit harder
Tolmachevo and Okhrana — both previously drafted based on pseudo-GDS structural-bridge analysis — now show quantified direct SDN adjacency:
- Tolmachevo: 72 SDN neighbors, 1,086,294 cumulative shared cases (summed case_count over all LITIGATED_WITH edges)
- Okhrana: 67 SDN neighbors, 354,522 cumulative shared cases
These are the highest direct-SDN-adjacency counts among our non-OT-cohort targets, reconfirming both as priority designation candidates.
Единый закупщик — still clean
9725129270 (Единый закупщик) remains at 0 cases — confirms the hypothesis that it is the Энергосбыт-5 family's off-docket wholesale-procurement arm, not an operational litigant. This is exactly the pattern a coordinated designation package needs to catch: blocked retail shells + unblocked wholesale arm = sanctions-evasion escape valve.
